Who actually pays

The archives Subdex queries are free services run independently, largely by volunteers, under no obligation to serve anyone. They carry the cost of this being free. Subdex throttles itself to two concurrent requests for that reason, and for bulk work their published data dumps are the right tool rather than their APIs.
